The city wants to be sure they do everything they can to help its citizens by helping to keep everyone safe. Also, as a suggestion, it is always a good idea to look at the HOA for the neighborhood you live in to see if they have restrictions for items in the street and/or the driveway.

No obstruction of or excavation in the rights-of-way may be performed when seasonally prohibited or when conditions are unreasonable for such work, except in the case of an emergency as outlined in section 86-182 of this article. Registration in accordance with this article does not relieve an applicant of responsibility for compliance with Chapter 96 of Part III of this Code.
