The utility shall obtain all construction, building and other permits and approvals required by City Code and by state and federal law. In addition, the holder of a utility permit shall comply with all requirements of laws, shall complete work in a rights-of-way as to not cause any unnecessary or unauthorized obstructions of sidewalks, streets, waterways or railways, and shall be responsible for all work done in the rights-of-ways regardless of who performs the work. No obstruction of or excavation in the rights-of-way may be performed when seasonally prohibited or when conditions are unreasonable for such work, except in the case of an emergency as outlined in section 86-182 of this article. Registration in accordance with this article does not relieve an applicant of responsibility for compliance with Chapter 96 of Part III of this Code.
